black budgets financing area 51 and the contact to aliens?




A black budget is a budget that is obtained in secret the total income of a country by a corporation , a partnership or by a national department of state. A black budget usually covers expenses related to research military . The budget is kept in top secret due to reasons of national security .
According to Philip Schneider , the Dulce Base in New Mexico , the facility is controlled by the budget, and as the Area 51 at Groom Lake ( Nevada ), and many other pilots and soldiers.
The Department of Defense of the United States has a "black budget" used to finance these expenses and would not want to reveal publicly. To these costs is called " black project ". The annual cost of the Department of Defense U.S. black budget is estimated at 32,000 million dollars, but some critics claim that this figure is much higher, obtained by the funds channeled to other government agencies such as intelligence or Department of Defense. 1
Those billions have expanded a secret world of advanced science and technology in which military units and federal contractors to advance the frontiers of the war. In the past, this type of research has produced some of the most advanced jets, weapons and spy satellites 2

This claim was based on Article 1, Section 9, Clause 7 of the United States Constitution, which states: "No amount of money will be released by the Treasury but in consequence of the accreditations by law; and a regular statement and account of receipts and expenditures of all public money shall be published gradually. "
